The pavilion award will cover the base pavilion, landscaping and a new walkway; alternates for electrical work and sidewalk reconstruction were not funded. City staff said they were able to move a portion of FY24 administrative funds into the project to cover the base bid and expect to execute the contract and begin work in July, with completion anticipated in the fall. Staff cautioned that the alternates will require separate funding sources, for example a parks grant or other outside funds.
Committee members and staff discussed public access and lighting. Staff noted that, without the funded electrical alternates, the site would be subject to an existing city ordinance that requires recreational facilities to close at dusk unless lighting is provided; the committee acknowledged that the pavilion area could be closed in the evening and trespass enforcement would apply if the public used the site after dark.
The Director said the pool department expects to open the pool later in the week but clarified that remaining opening tasks are internal to the pool department rather than part of the demolition contract: a final inspection, payment of retainage and other preparatory items remain. The city will confirm those items and complete the grant closeout once administrative steps are finished.
Next steps: staff expect to execute the pavilion contract for the base scope in July and begin construction with a target fall completion; the city will pursue separate funding for electrical and sidewalk alternates and will notify the public about access and opening schedules.
