The Newburyport City Council voted to approve a $3.5 million Community Preservation Act (CPA) bond for the Bartlett Mau project.
Councilors said the committee largely completed vetting the project during the CPA review period and that the bond represents the final formal component of the project for which prior grant acceptances and other approvals had been taken. The committee reported a 2–1 recommendation; on the full council roll call the motion passed 10–1.
Councilor Zed noted the committee had waited the required 30‑day posting period to collect public comment and that the membership had previously voted on related grant elements. No additional conditions were attached on the council floor.
The approval authorizes CPA borrowing for the Bartlett Mau project; staff and project proponents are expected to execute the grant and bond paperwork and report back on schedule and milestones.
