CCRPC previews Act 181/ECOS plan work, board training and discusses TRC grant loss

At the July 2 Executive Committee meeting CCRPC staff briefed members on Act 181 work including town‑by‑town future land use map reviews and an upcoming environmental benefits/burdens analysis; staff also previewed July 16 board training and said VTrans informed CCRPC that the UVM Transportation Research Center lost its primary grant and CCRPC is discussing a possible role.
Taylor Newton reported that the Long Range Planning Committee has been conducting town‑by‑town reviews of draft future land‑use maps under Act 181 and that a revised future land‑use map will be posted online before the July 16 board meeting with a disclaimer noting the map is not zoning and does not override local development review. Newton said the LRPC will review the environmental benefits and burdens analysis later this summer and begin parts of the 2026 ECOS plan on Aug. 12.
Executive Director Charlie Baker said staff have completed annual employee contracts, are developing a formal stipend policy for Board review this fall, and plan to update the Language Access Policy to reflect translation requirements under Title VI. Baker said CCRPC staff have been talking with CATMA about whether CATMA wants to change its relationship with CCRPC. Baker also said VTrans informed CCRPC that the UVM Transportation Research Center (TRC) has lost its primary grant and VTrans is discussing with CCRPC whether there is a role the commission can play.
Emma Vaughn previewed Board training scheduled for July 16 at 5:30 p.m.; Vaughn said she will walk through the Board Members Handbook and the Code of Conduct and that members will be asked to sign an acknowledgement that they have received and read the Code of Conduct. Committee members recommended continuing annual staff overviews and training topics such as MPO 101.
No executive session was held and no new business was raised.
