Council holds first reading of ordinance 0626-01 to amend FY budget; staff flags payroll timing and CDBG bid updates

The Hermitage City Council on June 16 conducted the first reading of ordinance 0626-01, an amendment to the annual budget for the fiscal year beginning July 1, 2025 and ending June 30, 2026.
Finance staff presented the amendment and cautioned that while the numbers were prepared accurately there could be minor changes due to payroll timing before the fiscal year closes. "I do expect the numbers to change a little bit and there will be some additions, probably maybe a couple of small changes to salary line items just depending on when the payroll falls," a staff presenter said.
Council members asked about sanitation charges and were told the sanitation fund currently shows a surplus, so no rate increase is expected as part of this amendment.
Staff also provided operational updates: Kim reported that an LPR grant for the community center had been received, HVAC work should be complete by the end of the month, and the gym floor delivery is expected soon with acclimation to follow. On the CDBG-funded project, staff said initial bids exceeded estimates but that work for blocks 1–4 can be completed under budget; staff expects to continue negotiations with the contractor and possibly return to council at the first July meeting for approval.
Councilman Brackett moved to approve the ordinance first reading; the motion was seconded and carried on roll call. The ordinance remains at first-reading status and may return for final action after year-end accounting adjustments and any necessary small payroll-related changes are finalized.
