Pendleton County commission approves final FY2026 budget revision, certifies primary and OKs annex payout

Pendleton County commissioners on June 2 approved a final FY2026 budget revision, certified the May 12 primary election, authorized a $278,657.91 payout for the Courthouse Annex, accepted an insurance proposal with a $12,530 premium increase and approved a security monitoring contract; a DNR lease was tabled.
The Pendleton County Commission met June 2 at the Pendleton County Courthouse and unanimously approved several administrative and fiscal measures, including a final revision to the county’s fiscal year 2026 budget and certification of the May 12, 2026 Primary Election results.
Commission President Carl Hevener called the meeting to order. On a motion by Commissioner Jimmie Bennett, the board certified the May 12 primary election results; the motion passed unanimously. Commissioner Roger Dahmer moved and the Commission unanimously approved a payout for work on the Courthouse Annex in the amount of $278,657.91. Rick Gillespie, the county’s Emergency Services Coordinator, reported that the rain gauges were obtained at a lower price than had been budgeted.
County Administrator Karen Pitsenbarger told the Commission that Phase 3 renovations are moving forward and that the Assessor’s Office renovations are complete. The Commission also reviewed and, on motion of Commissioner Dahmer, approved a final revision to the FY2026 budget.
The board reviewed a WVCorp insurance proposal for fiscal year 2027; the county was told the premium increased by $12,530 from the prior year, primarily because of the addition of the Annex and the General Services Center. The Commission voted unanimously to accept the proposal.
Commissioners voted to accept a Hawk Security monitoring contract at $312 (a $72 increase) to cover 28 additional cameras installed in the annex. The Commission tabled consideration of a Department of Natural Resources lease agreement until the next meeting, citing a need for additional information.
Annie Humes, director of the county’s Convention and Visitors Bureau, reported there is a draft America 250 mural planned to be painted on the backside of the Franklin Innovation Hub in the town parking lot. The low bid for the mural work was $7,500; a $5,000 grant has been allocated and Humes said she is seeking the remaining $2,500 in contributions.
The Commission issued a proclamation closing the Courthouse on Friday, Sept. 18, 2026, for the Treasure Mountain Festival and reviewed employee timesheets for April 2026. The meeting concluded after the board approved routine settlements, clerk-presented appointments and allowances payable from multiple county funds and voted to adjourn until Tuesday, June 16, 2026.
