The Richmond City Council voted June 23 to accept the automated transit network feasibility study and to appropriate remaining funds to install solar lighting along designated bus routes, authorizing the city manager to take administrative actions necessary to implement early steps.
Staff described the study's preliminary concept alternatives and planning-level capital cost ranges. During public comment in person, Claudia Citron urged caution, saying the city's finances and staff capacity have changed since the project was first considered. Some council members proposed tabling for further review, but the motion to adopt the resolution and appropriate funds passed by roll call; Council Member Zapeda recorded a no vote and Council Member Brown was absent.
The resolution authorizes staff to accept the study, pursue grant and appropriation steps for solar lighting as identified in the study, and carry out required administrative actions to move design and early implementation forward. Staff said the appropriation will be used for planning and lighting installation along selected corridors and that further project-level appropriations will return to council as needed.
