Hartford council adopts consent resolutions on police lease, equipment donation, grant application and housing abatement; directs bike-lane review

Council President TJ Clark convened the virtual Hartford Court of Common Council on June 22, 2026. After roll call and the Pledge of Allegiance, Majority Leader Kelly Biladu moved to approve the June 8 minutes and then to place a slate of items on the consent calendar, motions the council approved.
The consent calendar adopted resolutions to extend the city's license agreement with Metro Center Shopping Plaza LLC to allow a Hartford Police office to continue operating at 1888 Main Street; to authorize the Hartford Police Department to receive camera equipment donated by Harford Healthcare; and to authorize the city to apply for and accept a grant from the Connecticut Department of Transportation Highway Safety Office for a Speed and Aggressive Driving Enforcement Program. Council members also adopted a substitute resolution directing the Department of Public Works to evaluate and, where appropriate, reconfigure bike lanes to support small-business viability and multimodal safety.
Separately on the consent calendar the council approved a resolution authorizing the city to enter a tax abatement agreement with Overlook Village Associates Ivy LLC for 56 affordable rental housing units proposed at 421 Granby Street.
The meeting record shows the motions were moved and seconded and that the clerk recorded affirmative votes from the council for each motion. The clerk conducted roll-call voting on the recorded motions.
Council members also moved to receive several committee communications discharging resolutions related to the camera equipment donation, the CT DOT grant application and the bike-lane evaluation; those received communications were approved. Multiple items were referred to committee: renewal of the agreement to operate the Hartford Re-entry Welcome Center was referred to Operations Management/Budget/Government Accountability; the transfer of uncollectible motor vehicle and personal property taxes to the suspense book was referred to Planning, Economic Development and Housing; the proposed transfer of 28 Gillette Street to the Hartford Land Bank and sale of 22–24 Westland Street to Cheryl Thomas were referred and each was scheduled for public hearing on Monday, July 20, 2026, at 7:00 p.m.
The council confirmed a resolution to enter into a tax-abatement agreement tied to the 56-unit affordable rental development and moved forward a resolution to superimpose the name Barbara B. Canelli Street on Scarboro Street. The council also voted to postpone several items—including amendments to municipal code chapters and an ordinance on relocation services for displaced tenants—until the July 13, 2026 meeting. An ordinance to establish a Puerto Rican and Hispanic History and Culture Commission was placed on the postponement/scheduling list.
