Neighbors raised access and emergency‑access concerns tied to a private, 10‑foot Rogers Road easement serving several parcels; surveyor David Ragland urged dedication of easement width to meet driveway standards for emergency access. The applicant’s planner explained topo and ownership constraints for Rogers Road.
Supervisor Campbell pressed for more review of a nearby distinctive structure the public called the “birdhouse,” and asked that the item be routed to the Historic Preservation Review Committee. Supervisor Brandon and others argued the developer had already paid for a cultural resources report that found the building ineligible for listing and that adding a new review step would unnecessarily delay a project that met zoning and safety findings.
The board voted 4‑1 to approve Lunar 25‑11 as presented; one supervisor supported tabling the item for an HPRC review. Staff will record conditions of approval as presented.
