Peru Town Board approves multiple wastewater change directives and infrastructure contracts, and hires seasonal worker

The Peru Town Board approved a string of resolutions on June 18 to keep critical infrastructure projects on schedule and to cover immediate invoice needs.

The board authorized a change directive for the wastewater treatment plant (GC-CD.07) directing the general contractor to remove chimneys and patch concrete floors in the solids handling building and to proceed on a time-and-material basis, a measure the supervisor said would “take effect immediately.” The board recorded a roll-call vote with Mr. Barber, Mr. Bruno, Mr. Irwin and Mr. Reynolds all voting yes.

It also approved contractor KNL Plumbing & Heating’s change directive M-CD.02, covering epoxy coating for unit heaters and roof ductwork at the plant. The resolution directed work to proceed on a time-and-material basis and charged $8,822 to the project’s general allowance (split $3,848 and $4,988), again taking effect immediately; roll call recorded unanimous yes votes from the members present.

An electrical change directive (E-CD.02) from Triangle Electrical Systems to provide temporary power and wiring during the transition to the new utility service was approved as well; the board noted that the change would be processed on a time-and-material basis and that the result would be subject to town attorney review. Council discussion emphasized the need to maintain operations during the power transition.

On highway projects, the board approved a $418,581 agreement with CMC to use the InQuik bridge system for the Westcott Road culvert replacement, with the supervisor authorized to sign the contract. Highway staff explained the approach avoids temporary sheet piling and allows construction largely out of the water; members asked technical questions about footings and construction sequencing before the unanimous vote.

The board also approved a Precision Trenchless LLC contract for CCTV inspection, high-pressure jetting and installation of a 30-inch UV slip-liner (approximately 135 linear feet) on Lackawanna Mill Road at a cost of $52,851.50. The contract includes bypass provisions and delivery of inspection videos and reports.

Separately, the board authorized transferring $23,235.10 from the debt service account to cover invoices for the H34 water treatment project while grant funding remains pending, and approved the post-audit payment of paid bills and invoices totaling $1,315,761.62 as presented in the June abstract.

The board also approved hiring Brandon Baraby as a part-time seasonal laborer for the water, sewer and parks department effective June 30 at $18.29 per hour, following a recommendation by Town Water and Sewer Superintendent Courtney Cadyos.

All resolutions described above were adopted by roll-call votes with the members present voting in the affirmative; where recorded, the minutes show no recorded dissenting votes on these items.

The board’s actions aim to maintain project schedules for the wastewater treatment plant and several road and culvert projects, cover short-term contract costs from contingency or general allowances, and ensure operations staffing for the summer season. Several members and staff noted these were largely time-sensitive items necessary to keep work progressing.

The board adjourned at the end of the meeting; no additional action was taken on these items at that time.
