Sioux Center approves plans and awards $7.299 million contract for new generating facility

The Sioux Center City Council on April 20 approved plans and specifications for a new local generating facility and authorized city staff to execute a construction contract with the lowest complete bidder, Hoogendoorn Construction of Canton, South Dakota, for $7,299,000.
Assistant Utilities Manager Adam Fedders introduced Dennis Haselhof and Travis Zipf of DGR Engineering and said staff and engineers had designed and bid portions of the generation facility. Mayor Dale Vander Berg opened a public hearing on the plans, received no comments, and closed the hearing. Councilmember Eric Moerman moved to approve the plans, specs, form of contract and estimate of costs; the measure passed on roll call with Aye votes from Cory Gotto, Mark Hulshof, Eric Moerman and Jennifer Vermeer.
Staff and engineers recommended awarding the construction contract to Hoogendoorn Construction as the lowest complete bidder at $7,299,000. Councilmember Cory Gotto moved and Mark Hulshof supported a motion to award and authorize staff to review and sign the construction contract. On the voice vote the motion carried with Aye votes recorded for Hulshof, Gotto and Vermeer; Councilmember Moerman recorded an abstention.
The council’s approvals clear the way for contracting and construction work on the Sioux Center Generating Facility. The company awarded the contract is based in Canton, South Dakota; contract execution is subject to staff review and signing as authorized by the council.
