At the June 23 Village of Pelham work session, trustees asked the Sustainability Advisory Board whether green‑infrastructure features could be incorporated into roads when they are dug up for flood‑mitigation projects.
A trustee framed the question around large upcoming work: "You're gonna have a whole bunch of roads torn up for a period of time and then restored... at what point can we have some discussion around what those roads should look like when they go back in?" the trustee asked, emphasizing interest in pedestrian safety and rain gardens that could also support stormwater management.
Participants — including SAB members and trustees — pointed to precedents where communities added tree pits, bump‑outs and pocket rain gardens while a street was already scheduled for reconstruction. One participant referenced Kingston, New York, as a prior example that paired streetscape improvements with state CSC grant funding to narrow roads, add trees and manage stormwater.
SAB members and trustees agreed that green infrastructure is feasible but stressed two constraints: (1) such features must be considered during the engineering and restoration planning (they cannot be retrofitted cheaply after the fact), and (2) adding elements should not unnecessarily inflate the restoration contract without review. The group recommended offline coordination with DPW engineers and, where appropriate, traffic engineers to identify feasible add‑on treatments and potential funding mechanisms or grant matches.
The trustees asked staff and SAB members to 'huddle' and bring options for how green‑infrastructure elements might be incorporated into the pump‑station and Highbrook projects, keeping an eye on budget implications and design constraints. No formal motion or vote was taken; participants agreed to follow up in future planning sessions.
