Sidney Community School District board approves personnel moves, handbooks and $14.50 paraprofessional wage

The Sidney Community School District Board of Directors on July 14 approved a slate of personnel actions, multiple handbooks and updates to board policy, and set a new starting paraprofessional wage at $14.50 per hour.
The personnel slate approved by the board included resignations from Jaclyn Hale (elementary paraprofessional), Isaac Bales (assistant high school football coach) and Sergio Rodriguez (5th grade teacher and head boys basketball coach). The board also approved contracts with Amanda Jones as the district PK–12 school counselor, Hannah Volker as head high school volleyball coach and Kyle Wallace as head high school football coach. Director Megan Franks moved to approve the personnel actions; Director Darynn Ruiz seconded and the motion carried 5-0.
The board approved updated Student (elementary, junior high and high school), SAC, Activities, Employee, Paraprofessional and Business handbooks, each by formal motion and unanimous vote. The updates were presented by staff as part of routine annual reviews ahead of the 2025–26 school year.
In personnel-related administrative actions, the board named Logan Roberts and Amanda Jones as Level I investigators and designated the Fremont County Sheriff's Department as the Level II investigator for the district. The board also approved Amanda Jones as the district’s Homeless Coordinator. Those personnel designations were each approved by 5-0 votes.
Vice President Justin Travis moved and Director Megan Franks seconded a contract with Shenandoah Medical Center for athletic trainer services; the motion carried 5-0. The board tabled two procurement items — milk bids and bread bids — and deferred a proposed 2025 Managed IT renewal with Midwest Data Center for later consideration.
On compensation, the board approved a starting paraprofessional wage of $14.50 per hour following a motion from Director Darynn Ruiz and a second from Vice President Justin Travis; the vote was 5-0.
The board also approved updates to a set of board policies (102, 102.E1, 102.R1, 102.E2, 102.E3, 102.E4, 102.E5, 104.E2, 104.E3, 206.3 and 401.5) by unanimous vote. Superintendent Michael Brown and principals Shannon Wehling and Kimberly Payne provided informational reports earlier in the meeting on enrollment, open positions and summer projects.
The board set the next regular meeting for Aug. 11, 2025, at 6:00 p.m. and concluded the special meeting at 7:32 p.m.
