Pine Island council clears annexations, licenses and routine measures; votes at a glance

Key votes at a glance
- Resolution 2449 (road vacation of Township Road M / portion of White Pines Drive SE): approved. The road right-of-way had been replaced during an interchange project and was vacated as it is no longer a roadway.
- Resolution 2465 (orderly annexation with New Haven Township): approved. Staff said the parcel had been annexed by ordinance in 2019 but paperwork was never processed; the parcel is state-owned and New Haven Township approved the joint resolution.
- Ordinance 176 (annexation of a property at 178 Street SW): approved. Staff (Elizabeth) said the property was surrounded by city limits and the town board supported the annexation; the item includes zoning of the parcel to R-1 as stated in Section 6.
- Resolution 2466 (limited use permit for a trail in county right-of-way along County Road 5): approved.
- Resolution 2467 (new liquor license for a business in the former Rainbow building): approved conditionally pending receipt of payment; staff confirmed insurance and workers' compensation documents were on file.
- Resolution 2468 (2025 city fee schedule): approved, including adoption of cannabis business registration fees, a new tiered approach to animal infractions and Aquatic Center rate changes (ages 70+ free entry by picking up passes at City Hall).
- Evergreen Place dishwasher (non-budgeted expenditure): council voted to lease a replacement dishwasher from an outside vendor rather than immediately purchase a full replacement. Staff presented options: replace booster for about $3,000, buy a new machine for an estimated $5,000——$20,000 (quotes needed), or rent from a vendor (roughly $500 install and $187 per month under a two-year arrangement); council approved the rental option.
- Resolution 2470 (Goodhue County Hazard Mitigation Plan): approved; staff noted Pine Island's portion is common to both county plans.
- Resolution 2471 (allow Goodhue County to annually retain and manage state VOTER funds): approved; the change makes the county retention reoccurring unless the city opts to stop it.
Most motions were approved by recorded assent from the council members present (Vernon, Brandy, Mike and David). Several items had no public comment; others included short staff explanations and routine clarifications before votes.
