Board approves policy renumbering after contentious debate over delegation language

The Wayzata Public School District board voted June 22 to approve a set of policy updates that renumbered several policies to align with Minnesota School Boards Association (MSBA) guidance and to sunset older, overlapping provisions.
Superintendent Chase Anderson presented the package and Policy Committee Chair Sheila Prior noted the work to align wording with MSBA templates. Board member Valentina Ayers raised a substantive objection to newly inserted language in draft policy 201 (School Board Legal Status) that states the board “governs through policy and oversight and delegates management and administration of the district to the superintendent.” Ayers said the sentence, even if consistent with statute in parts, “waters down the authority of a school board” and moved to strike it from the draft policy.
The board took up extended discussion. Supporters of leaving the sentence in said the wording reflects how governance and delegated management work in practice, improves clarity about roles, and does not override statutory duties. Opponents said the change duplicates language already present elsewhere and feared it might be read as diminishing board authority. Ayers’ motion to amend (to remove the delegation sentence) failed on a roll‑call vote; the original package was then approved on roll call.
No outside legal opinion was sought in public during the meeting, and several board members noted that statutory language ultimately supersedes policy if there is a conflict. The board adopted the renumbering and sunsetting as presented, and the approved package will be reflected in the district’s board‑policy manual.
