The Mayor and City Council on June 23 swore in new departmental directors, approved appointments to boards, and passed a slate of routine contracts and program funding measures by voice vote.
Amanda (Mandy) Greg was sworn in as Director of Housing and Community Development and Warren Reed as Director of Information Technology. The council also approved appointments to the Board of Code Appeals (Gregory Hanigan, term to June 30, 2030) and the Historic District Commission (Doug Carroll, term to June 30, 2029).
By unanimous voice votes the council approved a set of consent and contract items: a lease-guarantee resolution to support the Maryland Theatre hosting the Miss Maryland Scholarship Pageant (city guarantee up to $10,000 per year), a 5% increase to the non-union pay scale effective July 6, 2026 (included in the FY27 budget), and multiple annual service contracts including HVAC preventive maintenance and repair (Mechanical Services Industry LLC; FY27 annual amount $74,025.60), elevator maintenance (Right Elevator Company; FY27 annual amount $19,140), on-call electrical maintenance (MEC Incorporated), and janitorial services (Jasso Maintenance LLC; FY27 annual amount $77,705). The council also approved the Invest Hagerstown program funding levels for FY2027 across five grant categories.
Each item listed on the consent agenda passed on a voice vote recorded as "Aye." Staff indicated the contracts were awarded through competitive bidding processes and included departmental cost breakdowns in the meeting packet.
The council closed the meeting after council remarks and community announcements.
