Foxborough Conservation Commission continues 56 Spring Street hearing after owner presents updated mitigation and stormwater details

The Foxborough Conservation Commission on June 22 continued its hearing on a notice of intent for 56 Spring Street (DEP file 157671) after reviewing an updated mitigation plan and hearing abutter concerns about erosion and plan labeling.
Karen Skena Catrone, representing the property owner, told the commission the revised submission includes the mitigation area requested at the last meeting and that the commission’s requested debris removal has been completed. "We show showing a plan that we presented today to him," she said, offering to display the updated drawing to the panel.
Neighbor and abutter Tom Aleksic said much vegetation on the slope toward the brook has been removed and asked whether the proposed erosion-control line will capture overland flow. "I'm just hopeful that the proposed erosion control line is going to be adequate to hold or stop any uh flow over overland flow uh beyond that," Aleksic said, urging clear labeling of a recently installed stone retaining wall and of driveway changes on the plan.
Commissioners asked about installation timing and technical details. The presenter and owner confirmed a compost sock (siltation device) will be installed the next day and that, under an order of conditions, the mitigation has three years to be completed; staff warned summer planting is less desirable because of drought and suggested fall work would be better.
Owner Marlo Serrano identified themself and said the engineer provided an updated plan. Serrano described the stone-trench detail included on the plan: "There's a 24 in by 2 ft down," and said the driveway is pitched toward the street so water is directed to the street drain.
Commissioners requested more detail be added to the plan, including showing the tree line and a construction detail for the stone trench (depth/width and design storm capacity). Commissioners also asked that the updated PDF be emailed to staff (Craig and Diana Gray) and that a hard copy be left with the commission for Craig’s review; the record reflects Craig was out on paternity leave and would review the submission when back in the office.
A member moved to continue the hearing to July 13; the motion was seconded and carried by voice vote. The commission also closed the hearing for the items discussed later in the session. The commission noted minutes from the previous meeting were not yet available and that multiple new applications have been received for the next meeting.
The hearing on DEP file 157671 will resume on July 13, 2026, at the next scheduled meeting; the commission requested the plan revisions and a trench detail be added to the record before staff prepares the order of conditions.
