Council sets April public hearing on 6.66‑acre annexation; accepts TIF report and multiple project compliance items

The Hobart City Council on March 18 introduced an ordinance to annex approximately 6.66 acres along the I‑65/37th Avenue corridor and set a public hearing for April 15, a project representative told the council.
Richard Anderson, who identified himself during the meeting, said the parcel under consideration is proposed to come into the city as M‑1 zoning and will include outside storage as part of a CATCO‑area expansion. "It's coming it's 6.66 acres," Anderson said, and he asked the council to set the ordinance for public hearings in April.
Council members also accepted the 2025 Tax Increment Financing (TIF) annual report, staff said. Speaker 10 told the council the report consolidates financials and summaries that must be submitted to the state's Department of Local Government Services in April; both the redevelopment commission and redevelopment authority previously approved the report and staff recommended council acceptance so the clerk‑treasurer can upload it.
In related redevelopment business the council approved compliance reviews for local projects. Staff reported that Grand Trump Storage is meeting its Statement of Benefits and that PlayStreet/PlaceStreetDefco LLC received a recently amended development agreement to adjust construction timelines after unforeseen challenges. Council members moved to accept the compliance updates and voted in favor.
Why it matters: The annexation would extend city services, zoning and permitting into farmland and former agricultural tracts, while the TIF report and compliance approvals allow the city to meet state filing requirements and to continue development projects that city officials say will expand the local tax base and support services.
Council next steps: The annexation ordinance will return for a public hearing on April 15; staff will proceed with the TIF filings called for in the submitted report.
