Foxborough approves $655,000 year-end transfers; state aid to eliminate snow-and-ice deficit

The Foxborough Select Board voted June 23 to approve $655,000 in fiscal year-end town-manager transfers to rebalance departmental budgets and cover unanticipated costs.
Finance staff described transfers that addressed a wide range of items: ADA compliance and advertising overruns, retirement payouts and employee departures, ambulance and banking fees, higher-than-expected audit costs tied to federal programs, increased fuel costs for DPW and central maintenance, police and fire salary adjustments, apparatus repairs, additional solid-waste/recycling contract costs, debt-service interest on newly finalized bonds and increased insurance deductibles for public safety. The transfers included a large line for snow-and-ice salary costs and associated equipment and fuel increases.
Finance staff Marie explained that snow-and-ice expenses accounted for roughly 52% of the total transfers. The town will receive $247,293.86 from a state supplemental distribution (allocated by local road mileage) and will apply those funds to eliminate the snow-and-ice deficit. Marie also said group-insurance surpluses and grant reimbursements (including a SAFER grant and other federal programs that affect benefits costs) contributed to offsets that made some transfers possible.
Board members moved and seconded approval of the transfers; the motion carried by voice vote with no recorded opposition.
