Council approved Substitute No. 1 to Ordinance 26-088 to create an online rental-property registry, a digital system enabling landlords to register properties and apply for licenses online rather than in person. The sponsor said the change updates existing procedures and reduces administrative burdens for landlords and the Department of Licenses & Inspections.
"Most landlords have to come into this building to register their property," the sponsor said, arguing an online process would align the city with similar programs in other jurisdictions and ease access for small landlords. Council members asked procedural questions about implementation costs and staffing; administration representatives told the council the departments had met about system integration. The council approved the substitute by voice/roll call (eight yes, five absent reported).
What happens next: departments will coordinate on procurement and technical integration; sponsors noted software and implementation costs will require budgeting and that a mid-year adjustment may be needed if software funding is not already in the current budget.
