Proctor council adopts assessments for Second Street, approves pumper truck lease and surplus sale, then goes into closed session

The council voted to adopt Resolution 58-24, which implements assessments related to the Second Street project and—per the council’s discussion—uses an assessment financing structure of 5% interest for a 15-year term. The resolution was considered under unfinished business; the council referenced the October 8 public hearing and recorded that public feedback had been generally positive. The motion to adopt was made and seconded and passed by voice vote.
Under new business the council approved Resolution 59-24, authorizing the city administrator or finance director to negotiate and execute a 10-year lease for a fire pumper, quoted at $518,500 and due to be delivered in November. Councilors discussed prior procurement history and financing questions before the voice vote to approve the lease authorization.
The council also passed Resolution 60-24 to declare a city dump truck surplus and send the vehicle to a local auction per staff recommendation. Members discussed using a local online auction company to ensure a transparent sale process.
Later in the meeting the council moved into closed session under Minnesota Statute 13D.05, subdivision 3(c) to consider offers related to the potential sale of parcel 18524 d53.
The meeting recorded motions and seconded votes for approval of Oct. 7 council minutes, the Oct. 8 public hearing minutes, tonight’s agenda, and the consent agenda; all passed by voice vote.
