Council President Mr. Martin called the Belpre City Council to order at 6:35 p.m. and the council approved the April 13, 2026 meeting minutes and a correction to a December 2025 minutes. Mrs. Dennis moved to approve both items; the motion passed with all members present voting aye.
The council accepted the Bill Adjustment report for March after a motion from Mr. Ferguson and later approved the March Treasurer's report, which Mrs. Nolan had emailed to members. Mrs. Nolan also reported the city worked with RCAP to finalize and close a Federal ARPA grant due April 30.
During routine business, Mrs. Dennis moved to excuse Council member Mr. Seebaugh; that motion passed unanimously. Mr. Cassady then moved that council enter executive session at 7:07 p.m. to discuss litigation, real estate negotiations and contractual negotiations, with Jesse Rauch invited to attend. The council voted to enter executive session, resumed at 8:07 p.m., and adjourned at 8:08 p.m.
