Belpre council adopts 2026 annual appropriations, approves small utility-rate language change

Belpre City Council on March 23 unanimously adopted its 2026 annual appropriations after an amendment to add grant replacement dollars.
Council President Protem Mrs. Dennis presided as Councilmember Dave Ferguson moved the amendment to Exhibit A and then moved adoption of the ordinance. The measure—designated Ordinance No. 1, 2026-2027—passed with all seven members present voting aye. Council then approved an ordinance to amend Section 939.08 of the Belpre Code of Ordinances to add a sentence governing annual adjustment of rates; that measure was adopted as Ordinance No. 2, 2026-2027, also on a unanimous vote.
The meeting record shows the suite of routine financial items was handled together: Council approved the February Bill Adjustments and Credit Memo report and accepted the February Treasurer's report during the meeting. Auditor Mrs. Campbell and Treasurer Mrs. Nolan provided supporting budget and receipts documentation to council in advance and described an amendment to the appropriations ordinance that council added to restore grant replacement dollars; Mrs. Campbell said the change is less than 1% of the budget.
