Madelia City Council approves routine pay requests, hires architects for pool and clubhouse, and schedules two public hearings

Madelia City Council members approved a series of routine payments, two resolutions and several construction pay requests at their Aug. 12 meeting, and scheduled two public hearings for Aug. 26.
The meeting was called to order by Cody Eager. Councilmembers Mark Slater, Andy Gappa, Glen Christensen and Phyllis Schickling were recorded as present. The council voted unanimously to approve the consent agenda with one addition: a public hearing for a setback variance requested by Randy and Shari Thomas for a garage addition at 211 Buck Avenue NE, set for Aug. 26 at 5:15 p.m.
Why it matters: the actions authorize near-term project payments and move capital projects and land-use requests toward public review and formal decisions.
Key approvals and outcomes included: a detailed check register and expenditures totaling $350,878.22; Resolution 2024-14 approving St. Mary’s Parish Bingo and Raffle on Sept. 21, 2024; and Resolution 2024-15 authorizing the Madelia Fire Department Relief Association to join the Statewide Volunteer Firefighter Plan (the resolution passed with one abstention by Mark Slater). The council accepted the body-worn camera (BWC) audit report for the Madelia Police Department and accepted Officer Chris Burban’s resignation.
On infrastructure and contracts the council approved Pay Request #1 for Elite Electrical for Well House #6 electrical work ($15,000.00) and Pay Request #1 to Sieve Construction for construction work on Well House #6 ($35,000.00). The council also approved Pay Request #1 to Traut Companies for sealing Well No. 4 and constructing Well No. 6 ($6,293.75).
In project planning, the council voted to hire Bolton & Menk at a fee of 7% of project cost for architectural design services for the pool admission/concessions/shower house and separately hired Bolton & Menk at 7% of project cost for clubhouse architectural design. These votes authorize staff to proceed with design contracts and budgeting steps.
Financial detail: the council approved an assessment agreement with Trinity Lutheran Church under which the City will advance $16,000 from the Road and Infrastructure fund to pave the alley; Trinity Lutheran will be assessed the $16,000 and repay it over 10 years at 4.5% interest. Council members cited the Assessment Policy, which the minutes state assesses alleys 100% to abutting property owners.
The council scheduled two public hearings for Aug. 26, 2024: a sign request by the Baseball Association for new scoreboards (5:30 p.m.) and the previously noted setback variance request for 211 Buck Avenue NE (5:15 p.m.).
The meeting record notes that the check register and vendor payments include multiple Madelia utilities and contractors (examples listed in the minutes), and that all motions described above carried as recorded in the minutes. With no further business, the council adjourned.
Next steps: the scheduled public hearings on Aug. 26 will provide opportunity for public comment and final council action on the sign request and the Thomas setback variance.
