Putnam County committee pre-files multiple budgetary amendments and fund transfers

At its April 27 meeting the Putnam County Audit & Administration Committee pre-filed and approved a slate of routine budgetary amendments and fund transfers affecting multiple departments, including Finance, DPW, Sheriff, Health, Probation and Social Services.
Commissioner of General Services John Tully explained a Fund Transfer (26T098) to reconcile copier chargebacks after an RFP award was finalized: "When the budget for the copiers was submitted, the RFP had not yet been awarded," he said, adding that the transfer aligns department budgets to avoid projected deficits. The committee approved that transfer unanimously.
Commissioner of Finance William Carlin presented several items the committee also approved or pre-filed: overtime/temporary staffing adjustments, budgetary amendments for Emergency Services training center costs and a Veterans Service Agency award, Sheriff Office record adjustments, a Health Department performance incentive award, accounting for ARPA spending through March 31, 2026, DPW bridge project funding for the Maybrook Bikeway, the SWIMS grant program, and Special Victim's Unit facility grant receipts. Chairwoman Crowley moved to pre-file or approve the listed finance items; motions were seconded and passed by the committee.
Other approvals included personnel and operational transfers: Sheriff corrections kitchen utensils (26T054); Sheriff reclassification (26T055); Health Department early learning center transfers (26T067); Probation education and training (26T069); increase of a Real Property part-time position to 30 hours (26T070); DSS mandated child protective services overtime (26T071); District Attorney salary pursuant to Judiciary Law 183-a (26T084); temporary staffing (26T094); and a Health Department reorganization effective May 1, 2026 creating new positions including Deputy Public Health Director and Environmental Health Aide (26T095). The committee also pre-filed a capital projects transfer (26T096) and noted the semi-annual mortgage tax report for Oct. 1, 2025–Mar. 31, 2026.
Most of the listed motions carried unanimously. The committee adjourned at 10:02 p.m.
