Belpre council unanimously adopts resolution opposing Enbridge Gas Ohio rate increase

Belpre City Council on May 11 unanimously approved a resolution opposing Enbridge Gas Ohio’s request to increase distribution rates, asking the Public Utilities Commission of Ohio to deny the utility’s filing.
Utilities Committee Chair John Ambrozy told council the committee reviewed an Office of the Ohio Consumers' Counsel alert and agreed to press the city’s opposition. According to the committee report presented by Ambrozy, "If approved, the proposal would raise bills for the average residential consumer by about $9.50 per month (approximately 10%)." Ambrozy moved to suspend council rules to allow immediate second and third readings; the motion and the resolution passed with all members present voting aye and the measure was designated Resolution 5, 2026-2027.
The report that formed the basis for the resolution stressed the utility’s proposal would shift costs toward a higher fixed monthly charge and cited infrastructure investments and rising operating costs as Enbridge’s stated reasons. Ambrozy said the committee will obtain a draft resolution from the Office of the Ohio Consumers' Counsel and coordinate final language with the city law director.
The resolution was passed as a city-level expression of opposition and does not itself change rates; its effect is to request PUCO review and denial of the company's filing. Council members voting aye were the seven council members recorded present at roll call: Mr. Ambrozy, Mr. Cassady, Mrs. Dennis, Mr. Ferguson, Mr. Locke, Ms. Riffle and Mr. Seebaugh.
The resolution’s immediate next step is transmittal to the Public Utilities Commission of Ohio; council did not record any separate motions to pursue litigation or other enforcement actions at the meeting.
