"This board shall advise in nature only and shall not take away the current option available to amend the chapter," Hackett said, describing the proposal as a mechanism for a comprehensive, ongoing review of dated charter provisions.
Councilmembers asked whether council members could play a formal role on the advisory board; Hackett said the ordinance as drafted does not place councilmembers on the board but said he was open to discussions about council participation and process design. Multiple councilmembers volunteered to be listed as co‑sponsors during the committee discussion.
Council members also emphasized that charter reviews recur as one‑off issues and that a standing advisory board could provide continuity and a single forum for comprehensive review. Hackett said he would work with colleagues and the mayor’s office on membership and process considerations.
The committee set Ordinance 26‑036 for consideration by the full City Council on June 18. No committee vote to adopt the ordinance occurred at the June 3 meeting; the item will appear on the June 18 City Council agenda for a formal vote.
