District staff presented a facilities assessment that identified multiple playground structures nearing the end of their useful life and described a proposed funding approach that pairs district capital funds with fundraising by school PTOs and a pledge from the Education Foundation of New Berlin. The foundation pledged $100,000 payable over four years; staff said the district’s proposed share would be roughly half of estimated one-to-one replacement costs for the four highest-priority playgrounds and that PTOs or other community partners would be expected to raise the remainder.
In discussion board members raised timing and equity questions about a ‘‘first come, first served’’ element in the Foundation’s planned roll-out, the potential effect on state aid if the district draws down reserves in consecutive years, and the mechanics of moving funds into a designated capital account. District finance staff responded that there are tools to mitigate state-aid impacts, explained options to segregate funds in a capital fund (fund 41) and noted that the Foundation’s pledge is structured over multiple years.
"The idea is some of the PTOs aren't ready to commit to the projects right now because they have other projects that they've been fundraising for," a district presenter said during discussion, explaining why the Foundation's pledge is staged and why the timeline may vary by school. Board members emphasized prioritizing the oldest, most deteriorated structures.
A board member moved to allocate up to $500,000 from the general fund reserve for playground improvements; the motion was seconded by Miss Peterson and approved by voice/hand vote. Staff said the district will combine the reserve allocation, the Foundation pledge, PTO fundraising and any corporate sponsorships to fund one priority playground at each of the four schools identified as highest need, with construction timing dependent on the fundraising and vendor scheduling.
The board also discussed next steps for coordination with PTOs and the Education Foundation, and staff said they will return implementation details and a prioritized schedule as fundraising and vendor quotes are finalized.
