New York Mills adopts resolutions to seek MPFA funds for $10.15 million water-treatment project and $266,000 lead-service-line replacements

The New York Mills City Council on March 10, 2026 unanimously adopted two resolutions authorizing applications to the Minnesota Public Facilities Authority (MPFA) Drinking Water Revolving Fund.
Resolution No. 03-10-2026 authorizes an application for a loan from the MPFA for a water treatment facility and supply well improvements and estimates the MPFA‑financed amount at $10,150,000. The resolution affirms the city has the legal authority and the financial, technical and managerial capacity to repay and to ensure proper construction, operation and maintenance for the project’s design life.
Resolution No. 03-10-2026a authorizes an application to the MPFA for lead service line replacement and estimates the MPFA‑financed amount at $266,000. The resolution states the city may seek loan and/or grant funding as described in the application and expresses the city’s intent to use financing proceeds to reimburse prior expenditures if necessary.
Both resolutions were presented with background that the city has submitted applications for inclusion on the Project Priority List and the MPFA 2026 Intended Use Plan; the council voted to approve Resolution No. 03-10-2026 on a motion by Grotheer, seconded by Hammond, and to approve Resolution No. 03-10-2026a on a motion by Hammond, seconded by Nesland. In both cases the motions carried unanimously.
If funded, the projects would move forward through MPFA review and any subsequent loan or grant agreement execution. The resolutions place the city in the position to pursue state revolving fund financing and to proceed with required project planning and procurement steps pending MPFA approval.
