During public comment, resident Jim DeChambeau asked whether moving water between basins was permitted; Haskin clarified the change remains within the same basin.
Commissioner Tammy Hendrix moved to approve the application; Commissioner Robert Jacobson seconded. The motion passed unanimously, 5-0. No conditions beyond the application text were recorded during the meeting.
The approval will be forwarded as a recommendation to the State Engineer per the application process described to the Board. The Board did not record any formal dissent or amendments during the vote.
