Council members discussed whether all four crossings needed beacons immediately and whether grants such as Safe Routes to School could help fund installation. Staff and Bachmeier said grant cycles typically have long lead times and that dividing the work across two years is an option that could allow for learning from an initial installation. Councilor discussion favored starting with the most critical crossings (Park Street among them) while leaving options open for funding and timing.
After discussion, a motion to accept the proposal and proceed with the investigation was made and seconded; the council voted in favor and authorized staff to proceed with the study.
