Lamberton council adopts preliminary 2025 levy, reviews $890,000 budget and orders property abatement

Mayor L. Sik convened the Lamberton City Council special meeting at 6:30 p.m. Sept. 23, 2024, and the council approved the meeting agenda unanimously.
City clerk Valerie Halter presented preliminary budget information for 2025, saying the proposed total budget is $890,000, a 7.229% increase from the prior year. Halter told the council she had raised utility rates consistent with direction from a prior work session and proposed changing the water testing charge, which is currently performed once per year at $10.40, to a monthly charge of $1.00.
Halter said library hours would remain unchanged and that work is ongoing on the community education agreement. Chief Walker requested the council budget for a full-time police chief/officer; the council also noted increases in the street budget and a line item for tree removal.
The council instructed Halter to raise the monthly rent for the clinic to $750. The transcript records council direction to staff on the rent; no separate formal motion adopting a rent ordinance is recorded in the minutes.
On a motion by council member L. Bittner, seconded by council member L. Pfarr, the council unanimously adopted Resolution 2024-16, adopting a preliminary levy for 2024 collectible in 2025.
Separately, staff reported on a nuisance property associated with the Mandile property. Chief Walker said a certified notice was sent to the owner and that no one appeared at the hearing and the nuisances had not been abated. On a motion by D. Knutson, seconded by L. Pfarr, the council unanimously voted to move forward with the property abatement process.
