Middletown adopts Sidewalk Fund ordinance, authorizes loan to cover two sidewalk repairs

The Middletown Town Council unanimously adopted Ordinance 7‑2014 on Nov. 5, establishing a Sidewalk Fund to support sidewalk repairs and related work.
Following the ordinance adoption, the council authorized the Clerk‑Treasurer to loan $4,800 from the Electric Utility Cash Reserve Fund to the new Sidewalk Fund so the town could pay for repairs at two properties, 1226 Locust Street and 865 Locust Street. Norm Purdue moved the loan; Betty Riley seconded. The town will repay that $4,800 loan with 2% annual interest in yearly payments over five years. The property owners whose sidewalks are being repaired are required to repay the cost of the repairs with interest at 4%, via monthly payments over five years, according to the motion recorded in the minutes.
The ordinance and loan aim to allow repairs to proceed while formal billing and repayment arrangements are put in place.
