The Middletown Town Council on Nov. 5 authorized the seventh payment from the State Revolving Fund (SRF) loan for the 5th Street stormsewer project, approving $340,502.60 to 3‑D Company, Inc., with $85,210.94 of that amount to be paid from local funds. Betty Riley moved the payment; Norm Purdue seconded. Bill Harrison registered the only dissent; the motion otherwise passed.
Matt Spidel of engineering firm Butler‑Fairman‑Seufert presented change orders 8 through 15 for the contract with 3‑D Inc., but the council postponed action on those proposed changes to allow members more time to review the documents.
Council members also considered traffic changes tied to the project. The council suspended the rules to read Ordinance 9‑2014, which would add stop signs on Locust Street, but then voted to table further discussion of that ordinance until after completion of the 5th Street stormsewer work; Bill Harrison again voted no while the other members voted yes.
The actions keep construction financials moving while reserving final decisions on contract modifications and traffic changes until the council has reviewed the engineering change orders and the project is further along.
