Council voted unanimously to pull forward a previously scheduled year‑three citation increase and to implement a larger late‑payment penalty (council directed staff to double the penalty after the 21‑day payment window, with a target implementation as soon as practicable, staff suggested August 1). Council asked staff to conduct broad public outreach ahead of the change and to retain appeals procedures for motorists.
Staff estimated that accelerating the citation increase could yield up to $250,000 in additional revenue, and raising late penalties could add $100,000–$200,000 depending on the final penalty amount; together the incremental annual impact was estimated in the $350,000–$450,000 range, subject to compliance changes.
Council asked staff to align effective dates with administrative constraints and to return with ordinance language and communications plans.
