The Owosso Planning Commission voted 5–1 on April 27 to approve a special land use for a do-it-yourself motorcycle repair facility with accessory sales at 804 W. Main, imposing conditions meant to limit noise and environmental risk.
Hannah Smith, a planner with OHM Advisors, presented the staff review and told commissioners the proposed Stach’s Moto Cave would be generally consistent with the city’s Master Plan for Westown and meet the zoning ordinance’s special land use standards if conditions were applied. Smith recommended approval provided there be no outside display or storage of motorcycles or parts, that motorcycles idle only inside with no revving, that noise attenuation be installed between the motorcycle and the pet grooming space in the same building, and that the project receive review by applicable departments and consultants.
Brian Worrell, the prospective owner, addressed the public hearing and described steps he said he would take to limit impacts. “I intend to keep the dog groomer and will build thicker walls to protect that business from any noise,” Worrell said. He said the business would post signage prohibiting revving, keep management on site, close by 6 p.m., build a soundproof room for any necessary engine testing, and implement a Pollution Incident Prevention Plan (PIPP) with exhaust management and fire suppression measures.
Commissioner Osika moved to approve the special land use with the conditions recommended by staff; Commissioner Taylor seconded. The motion passed with Commissioners Albertson, Secretary Fear, Ludington, Osika and Taylor voting yes and Vice-Chair Robertson voting no. The motion carried 5–1.
The conditions included: no outdoor display or storage of motorcycles or parts; idling permitted only inside with no revving; required noise attenuation between the motorcycle facility and the pet grooming business; and review and approval by appropriate departments and consultants. The approval allows the applicant to include technical and educational training and sales as part of the operation, per the staff recommendation.
The commission’s action is limited to the special land use and its conditions; any future changes such as outdoor storage would require a separate review under the zoning ordinance. No date was set in the minutes for building or business permits; staff review by city departments and consultants is required before implementation.
