Jackson County commissioners authorize FLAP chip-seal grant applications totaling $3,048,446

Jackson County commissioners on June 2 unanimously approved two orders authorizing the chair to sign grant applications to the Western Federal Lands Highway Division under the 2026 Oregon Federal Lands Access Program (FLAP) to chip-seal several county roads.
County Administrator Danny Jordan said the first application would request $2,394,768 to chip-seal Dead Indian Memorial Road, Hyatt Prairie Road and Howard Prairie Dam Access Road, and requires no local match. "The Application requests $2,394,768 to cover the total project cost with no match required," Jordan said. The RFP for the 2026 Oregon FLAP was issued March 18, 2026.
The Board approved Order No. 128-26 on a motion from Commissioner Randy Sparacino, seconded by Commissioner Colleen Roberts; those voting aye were Commissioners Sparacino, Roberts and Chair Rick Dyer.
Jordan also described a second FLAP application to chip-seal Mount Ashland Road that requests $653,678 to cover the total project cost with no match required. Commissioner Roberts moved to approve Order No. 129-26, Commissioner Sparacino seconded, and the motion passed unanimously.
Together the two applications request $3,048,446 in federal funds to preserve and improve access to federal lands in Jackson County. The orders authorize the county chair to submit the applications to the Western Federal Lands Highway Division; the minutes do not record further project schedules, contractors, or construction timelines.
Both orders were recorded as passed in the work session minutes; the minutes state the Chair read each order by title and the Board voted to approve them. The chair’s signature and the minutes were later signed and approved on June 24, 2026.
