ATV club asks Moose Lake to back feasibility study for river crossing to remove riders from state highway shoulder

Greg Zimmerman, the club's trail coordinator, and Eric, president of the Carlton County Riders ATV Club, told council the existing ATV crossing near the Moose Horn River forces riders onto a state highway shoulder and creates safety risks. They asked for the city's support to pursue a feasibility study and eventual construction funding.
Zimmerman recounted past trail improvements and safety work and said the club intends to apply for a Step Zero grant to hire SE (an engineering firm) to produce a feasibility study and preliminary design. "Our intent is to apply for Step Zero from the grant process — that money comes from a dedicated account in the state that is funded by user license plate tab money," Zimmerman said, asking the council for community support.
Councilors asked procedural questions about jurisdiction (the crossing is adjacent to a state highway) and acknowledged the need to coordinate with the Minnesota DNR parks-and-trails staff and county sponsors. Zimmerman said county sponsorship and direction from DNR staff guided the proposed approach.
The request was presented as a funding and planning ask rather than a formal application requiring an immediate council vote; club representatives said they will follow up with design and grant applications as the feasibility work is completed.
