The Northfield City Council on June 16 approved changes to short‑term and handicap‑accessible parking in the Central Business District following staff outreach with downtown businesses.
Staff proposed concentrating 20‑minute short‑term stalls into consistent locations on each block of Division Street, increasing those stalls by five in total. The proposal also increases handicap‑accessible stalls, adding three on the west (angled) side to a total of 10 and three on the east (parallel) side, plus one supplemental stall near Division and 6th per the supplemental memo.
Scott, Community Development staff, said interviewers visited 17 Division Street businesses and reported largely positive feedback: business owners valued predictability and consistency in stall placement, and staff will update signage and paint where necessary. He also said some business owners expressed concerns about enforcement since the community‑service officer (CSO) enforcement position was removed from the budget, and several asked for data demonstrating the utilization of added accessible stalls.
Councilors praised the outreach and the alignment of accessible stalls with curb cuts but reiterated concerns about enforcement capacity downtown. Councilor Peterson White emphasized that staff engagement with businesses helps avoid surprises and said the outreach provided useful information beyond the immediate policy change.
Implementation: staff said they will update parking signage and work through enforcement plans; the resolution was adopted by council voice vote (Resolution 2026‑061).
