Lynd council approves sheriff contract, software purchases and hires grant writer

The Lynd City Council on Aug. 20 approved several administrative measures including a three-year law-enforcement contract with Lyon County, purchases of utility-billing and website software, and hiring a grant writer to pursue a generator grant.
Mayor Justin Guggisberg called the meeting to order at 6:00 p.m. and the council voted, unanimously in each recorded action, on a series of motions covering contracts, software purchases and routine approvals. Lyon County Sheriff Eric Wallin presented a July 2024 incident analysis before the council approved a three-year extension of the law-enforcement contract covering Jan. 1, 2025, to Dec. 31, 2027 (motion by Mayor Justin Guggisberg; seconded by Jerry Sodemann).
Clerk/Treasurer Sue Paradis reviewed technology- and billing-related proposals. The council approved purchase of Banyondata utility-billing software for $6,101.75 with $1,150 in annual support (motion by Mayor Justin Guggisberg) and approved buying website software from Immense Impact LLC for $1,064 plus a $327 content-transfer cost and a $665 annual subscription (motion by Mayor Justin Guggisberg). The council also approved payment of August bills and the July financial reports.
Fire Chief Dillon Schultz reported department activity and noted a Micro FEMA grant opportunity described in the meeting as “under $75,000.” Mayor Guggisberg said it "will cost $500.00 to hire grant writer, Karen Anderson, to write the grant for a generator for the fire hall and community center." Councilmember David Reaves moved and Jerry Sodemann seconded a motion to hire Karen Anderson for $500 using Permanent Improvement Funds; the motion carried unanimously.
Other actions recorded: approval of a building permit for Duane and Kathy Burkard at 107 Savannah Heights Blvd (motion by Jerry Sodemann); approval of a liquor license for Lyndwood LLC pending state inspection (motion by Mayor Guggisberg; seconded by Josh Bruley); and scheduling a public hearing on Lynd rezoning for 6 p.m. on Sept. 17, 2024.
The council discussed the Cornerstone Church monthly rental agreement and decided not to renew the monthly rental; Mayor Guggisberg will notify the church pastor. Clerk Paradis presented a 2025 proposed budget with a 13.8% levy and reminded the council that the proposed budget and levy must be submitted to the county auditor/treasurer by Sept. 30; the transcript does not record formal council approval of the budget or levy at this meeting.
The meeting adjourned following routine committee reports.
