County planning official raises cannabis-delegation option; Lynd council delays decision

Lyon County Planning & Zoning Administrator John Biren asked the Lynd City Council during the Oct. 15 open forum whether the city intends to allow cannabis retailers, and said the council could adopt a resolution delegating registration and land-use zoning responsibility for cannabis retailers to Lyon County if Lynd chooses not to permit local retail operations.
Council members discussed the delegation option but took no formal action. Clerk/Treasurer Sue Paradis and councilmembers noted this would be a policy choice for the council; no resolution was drafted or approved at the meeting.
Biren framed the delegation as an administrative option for municipalities that opt not to host retailers. Council members did not set a timeline for a decision and left the question open for future meetings.
Because no resolution was introduced or adopted, the county retains permitting authority where applicable until the council takes legislative action or adopts a delegation resolution.
