Planning commission approves sale of two city property strips to Jack Stang, directs proceeds to pontoon monument

Commissioner Jim Hemmesch moved to approve the sale of the parcels described in the meeting record — 65 feet along Grant Avenue and 50 feet on the east side of 319 Central Ave S — to Jack Stang, with the buyer responsible for all legal fees, transfer fees and any lot-split fees. Commissioner Jon Person seconded the motion and it passed. The commission then voted on a separate motion from Commissioner Hemmesch to allocate proceeds from that sale to the pontoon monument project; Commissioner Person seconded and that motion also passed.
The discussion included a suggestion that the city create a subdivision to set the sale price because the city currently owns the property. Commissioners also discussed whether the commission should recommend to City Council how funds from the sale should be used; the meeting record shows the commission voted to direct proceeds to the pontoon monument project, but the final sale and any implementation steps will proceed through City Council processes.
City Administrator Stacy Kalthoff noted a permit and development update was included in the meeting packet; no substantive permit details were read into the record at the meeting. Under "Other Matters," the commission discussed an Economic Development Authority request for a pontoon monument to be placed on property near Highway 23 and Highway 22, and scheduled additional meetings — a regular meeting on Aug. 7 and a special meeting on Aug. 8 — to consider the Willenbring property. The commission also noted that Xcel Energy intends to speak to the commission about placing a substation on the same property identified as a proposed apartment building site.
The commission set its next meeting for Aug. 22, 2024, which the record says will include discussion of Rod Gertken. Commissioner Chuck Merten declared the meeting adjourned at 6:46 p.m.
