Byron council authorizes 2024 CHIP grant documents, hires outside administrator and opens grant bank account

The City of Byron on Aug. 12 unanimously approved a resolution authorizing the mayor to execute award documents for the 2024 Community HOME/CHIP grant and related administrative policies, then authorized hiring a private grant administrator and opening a dedicated bank account for the grant.
The council’s action authorized execution of the CHIP Grant Agreement and associated administrative exhibits, including eligibility and Section 3 policies. The resolution authorizing execution of the award documents passed on a motion by Michael Chumbley, seconded by Rusty Adams.
Separately, the council authorized the mayor to execute an agreement with Grant Specialists of Georgia, Inc. to provide technical and administrative services for the CHIP award. That authorization was moved by James Richardson and seconded by Michael Chumbley; the motion carried unanimously.
Council also approved creation of a new bank account to receive and manage CHIP funds. That vote was recorded as unanimous; the motion was made by Chris Hodges and seconded by James Richardson. The minutes specify the new account is tied to administration of the 2024 CHIP award.
Why it matters: the council’s actions establish the city’s formal participation in the 2024 CHIP program, put an outside contractor in place to handle technical and administrative duties, and create a segregated account for grant receipts and disbursements.
