Winter Harbor selectmen move FEMA funds to investments, sign EMS contract and approve policy changes

Town Manager Sara J. Liscomb called the Winter Harbor Selectmen meeting to order at 6:00 p.m. on July 14. The board elected G. Harrington as chair after a motion from R. Hemenway, and approved several routine items including warrants, the treasurer’s report and the tax collector’s report.
The board voted 3-0 to move all FEMA-held funds into the town’s investment account following discussion about replacing the department’s pumper-tanker fire truck. Minutes record “much discussion” about the fire truck; the minutes do not show a formal purchase authorization at this meeting. The minutes also record that J. Tracey is expected to begin as Fire Chief/Road Commissioner next week.
Selectmen signed the Schoodic EMS contract (recorded as signed 2-0) and approved the July 11 treasurer’s report. The report listed a Trio general ledger balance of $860,580.01, a six-month certificate of deposit of $105,382.87 and investment bonds reported at approximately $3.498 million in market value. The tax collector’s report showed FY25 taxes receivable of $60,011.28 (97.57% collected) and FY24 $20,055.88 (99.05% collected).
After discussion the board voted 3-0 to discontinue the yellow town trash bags and use only trash stickers going forward. Selectmen also approved minutes from June 30 and the town meeting minutes of June 18 by 3-0 votes and approved two warrants dated July 10 and July 11.
Town Manager Liscomb provided other updates: staff members Sara and Misti are scheduled for mandatory trainings and Liscomb will take a certified clerk test at the end of July. The minutes note an auditor’s comment that a forensic audit would cost at least $30,000 and is not recommended unless there is a problem with the annual audit. The town is signing a new mutual aid agreement with Gouldsboro Fire Department and 30 notices have been sent. During public comment, R. Arnett asked for new woodchips at the playground and D. Young thanked staff for mowing.
The personnel policy changes discussed at the meeting were not finalized; Liscomb will draft revisions for a vote at the next meeting. The meeting was adjourned at 7:31 p.m.
