General Manager Glenn Jacklin informed the Board on July 15, 2024, that Director Michael Eagleson resigned effective June 27, 2024, creating a vacancy on the Board of Directors. Jacklin reviewed Government Code Section 1780, which outlines the process for filling such vacancies, and noted that the seat will appear on the November 5, 2024 general District election regardless of whether the Board appoints a replacement.
The Board discussed options, including making an appointment or taking no action. By consensus the Board chose to make no decision on filling the vacancy, which leaves open the possibility that the San Bernardino County Board of Supervisors could appoint someone to fill the seat. The Board did not record a formal motion or roll-call vote on that decision; the consensus was noted in the meeting minutes.
Because of the vacancy, President John Russo reassigned committee assignments for the remainder of calendar year 2024: Director Bob Rowe was assigned to fill the vacancy on the Administrative Committee and President Russo assigned himself to the Solid Waste Committee. Public comment was heard during the item; the meeting record does not identify individual commenters or what they said.
The seat will be on the ballot on November 5, 2024; if the Board does not appoint someone, county authorities may act under state law to fill the vacancy until the election.
