Lamberton Council backs LRIP road grant and hears update on phased water-main and lead-service-line work

The Lamberton City Council voted unanimously Dec. 8 to endorse a LRIP application for First Avenue and received an update from Bollig Engineering on the city’s planned water-system work.
Scott Kuhlman of Bollig Engineering told the council the city’s lead service line (LSL) project will proceed in two phases: phase one consists of water-main replacement, and phase two will replace individual lead service lines once a full funding plan is in place. Kuhlman said federal appropriation bills include Lamberton’s request and that Bollig will return with a detailed project plan after funding sources are clarified.
Clerk Valerie Halter said staff will search for a past assessment policy to guide how Grove Street assessments would be set; the assessments will be determined based on that policy and then compared to projected costs. Councilmembers expressed hope for spring bidding if funding and assessments align.
Councilmember L. Bittner moved and L. Pfarr seconded adoption of Resolution 2025-023 to support the LRIP application; the motion passed unanimously, 5-0. Mayor L. Sik was advised to consider abstaining from any vote where his business frontage is directly affected, after staff noted a potential conflict tied to the LRIP project area.
The council did not adopt project details or authorize construction contracts at the meeting; staff and the engineering consultant will return with funding details, assessment calculations and a recommended schedule.
