Lengby council approves maintenance contracts, Community Hall HVAC and July 11 street closure

Mayor Paul Kahlbaugh called the Lengby City Council to order at 5:15 p.m. on May 18 at The Clinic Bar and Grill. The council approved the meeting agenda and the minutes from April 13, and accepted the financial report for April 2026 after a presentation by City Clerk-Treasurer Rosanne Erickson.
The council addressed grounds maintenance and mowing for city properties. Rosanne Erickson said a Sentence to Serve crew reported it took about 4–5 hours with 5–6 people to mow the City Cemetery and Pedersen Park. Council member Jennifer Godtland said she will mow the Community Hall playground area but lacks a push mower for surrounding strips; Mike McColl offered to push-mow those small areas. The council voted to have Rick Ringstad mow Pedersen Park and the Lengby City Cemetery; the minutes note that two other mowing bids were received after the submission deadline and that mowing for other city properties will be handled by volunteers.
The council approved two building permits submitted by Council member Jennifer Godtland — one for a structure at The Clinic and one for a structure at her home. Ben Walker moved to approve the permits, Mike McColl seconded, and the motion carried with Godtland abstaining.
On facility repairs, the council reviewed bids for heating and cooling at the Lengby Community Hall. Bids were received from Manecke’s and Sand Hill; Rustad Heating had not returned a bid at the time of the meeting. The council voted to accept Manecke’s bid (LP furnace $5,300; air conditioning $5,200, subtotal $10,500) unless Sand Hill’s bid was within $1,000, and authorized spending up to $11,000 for the project.
Park maintenance items included a tabled offer from John Hayes to remove a trailer and a cement slab at Pedersen Park for $500; the council deferred action on that item. The council authorized up to $1,000 to repair the Park Kitchen plumbing after Jesse Manecke reported frozen and busted piping; council members estimated a new water heater at $497 and fittings around $200 (approximate total $700). The council also approved repairs to lights at Spring Lake Park Kitchen.
Council members discussed misuse of portable toilets at recent events after a cleaning incident. The council agreed to maintain current procedures and to have Solid Bottom Septic (Ruben) clean the units every two weeks until told otherwise.
Regarding community events, the council approved closing First Street between Main Street and Carlson Avenue on Saturday, July 11, 2026, for a July 11–12 celebration and fundraiser sponsored by the Bagley American Legion.
