Council approves mutual-aid agreement; defers decision on ambulance service to Neponset pending cost info

The Kewanee City Council on April 8 approved a Mutual Aid agreement with Stark County Ambulance Service and authorized an amendment to an intergovernmental policing agreement with the Henry County Housing Authority, but it postponed any decision on becoming Neponset's primary ambulance provider until staff provides cost information.
Resolution #5149 authorizing a Mutual Aid agreement with Stark County Ambulance Service was approved on a motion by Council Member Steve Faber, seconded by Council Member Chris Colomer; roll call was 5–0. Fire Chief Shook told the council that the city previously provided ambulance service to Neponset at no fee for about 70% of calls and, after Buda executed an agreement with Stark County Ambulance, Kewanee began handling 100% of Neponset's calls. Council members requested additional data on the costs to the city before deciding whether to be designated the primary provider for Neponset. The Mayor of Neponset described the community's need during the discussion.
Separately, Resolution #5147 authorizing an amendment to the existing intergovernmental agreement with the Henry County Housing Authority was approved (motion by Council Member Chris Colomer, seconded by Council Member Steve Faber). The amendment changes the staffing model from a full‑time officer assigned to the Housing Authority to scheduled part‑time officers; the Housing Authority will be invoiced monthly to reimburse the City's expenses.
Resolution #5148 approving a side letter to the collective-bargaining agreement with IAFF 513 was also approved; the side letter clarifies that funds may be paid directly to retirees rather than to the PEHP account if a retiree chooses not to continue on the City's health insurance.
Council did not take a final vote on designating Kewanee as Neponset's primary ambulance provider and requested that staff return with cost information at the next council meeting.
