Byron council adopts FY2025 budgets, rehires judicial and legal staff and approves contracts

The City of Byron Mayor and Council met Dec. 9, 2024, and adopted the city’s FY2025 operating budgets for the General Fund, Special Revenue Funds, Debt Service Fund and Enterprise Funds and approved several appointments and contracts.
The budget resolutions—moved and seconded by council members and recorded as adopted unanimously—authorize the city to appropriate funds for the fiscal year 2025 and permit administrative transfers as allowed by state law or the city charter. The General Fund resolution references Exhibit A; the Special Revenue, Debt Service and Enterprise Fund resolutions reference Exhibits B, C and D, respectively.
Mayor Michael Chidester called the meeting to order at 6:00 p.m. Council Member James Richardson gave the invocation. Council Members James Richardson, Rusty Adams and Michael Chumbley were present; Council Members Chris Hodges and Alan Dorsey were absent. City Administrator Tiffany Sandefur, City Clerk Telina Allred, and City Attorney Brian Causey were among staff listed as attending.
On personnel matters, the council approved the rehire of Laurens Lee as Municipal Court Judge with a term to expire Jan. 1, 2027; the motion was made by Rusty Adams and seconded by James Richardson and recorded as unanimous. The council also approved rehire of Brian Causey as City Attorney for FY2025 on a motion by James Richardson and seconded by Michael Chumbley, recorded as unanimous.
The council made several board appointments by unanimous votes. James Richardson moved (seconded by Rusty Adams) to reappoint Harry Patel to the Byron Redevelopment Authority Board, with his term recorded to expire Dec. 31, 2027, and to appoint Lisa Owens and Darrell Lettice to fill vacancies on that board with terms recorded to expire Dec. 31, 2027. Rusty Adams moved (seconded by James Richardson) to appoint Keeshia Massey to the Planning & Zoning Board to replace Louis Evans; the minutes record her term as expiring Sept. 13, 2024 (as written in the minutes).
The council authorized the mayor to sign several intergovernmental or vendor agreements. Among them, the council authorized a multi-jurisdiction Local Maintenance Improvement Grant (LMIG) Memorandum of Agreement with Houston County, Warner Robins, Centerville and Perry; approved a preventive maintenance agreement with Energy Generation Solutions, Inc., for the Police Department generator; approved a 2025 landscaping contract with Paulk Landscaping; approved an agreement with Stephanie T. Ward; approved an agreement with the Byron Convention & Visitors Bureau Authority; and approved an agreement with Government Tax Solutions, effective Jan. 1, 2025. All such motions were recorded as unanimous.
On ordinances, the council held second readings and adopted Ordinance #2024-12, which amends Chapter 8 (minimum standard codes for construction), and Ordinance #2024-13, which amends Chapter 16 (provisions addressing public nuisances and the placement of signs). Ordinance #2024-11 (Chapter 40, system development charge for water/wastewater) and a resolution regarding the system development schedule of fees were both tabled until next month. Motions to adopt the two ordinances were recorded as unanimous.
The meeting was adjourned at 6:14 p.m. on a unanimous motion. Telina Allred, Clerk of Council, is recorded as signing the minutes.
