Legislative Budget Office Oversight Commission adopts revisions to fiscal note standards

The Legislative Budget Office Oversight Commission adopted revisions to the Fiscal Note Uniform Standards and Procedures at its Dec. 17 meeting, voting 7-0 with one member excused.
Rep. Mohamud Noor, chair of the Legislative Budget Office Oversight Commission, presided over the hybrid meeting at the Minnesota State Capitol and via Zoom. Christian Larson, director of the Legislative Budget Office, presented an overview of the proposed changes and answered commissioners’ questions before a motion to adopt was made.
Rep. Patti Anderson moved to adopt the proposed revisions to the Fiscal Note Uniform Standards and Procedures. A roll call vote recorded ayes from Rep. Mohamud Noor; Sen. Eric Pratt, vice chair; Rep. Patti Anderson; Sen. Gary Dahms; Sen. John Marty; Rep. Bernie Perryman; and Rep. Dave Pinto. Sen. Melissa Wiklund was recorded as excused. The commission’s record states the motion prevailed and the changes were adopted.
Larson also presented an evaluation of the accuracy of fiscal estimates and other budget items affecting the Minnesota Legislature and participated in follow-up discussion with commissioners. Joel Enders, lead budget analyst with the Legislative Budget Office, reviewed the current local impact note process and presented several alternative approaches for the commission to consider.
During the public testimony period, Rick Heller urged the Legislative Budget Office to improve digital accessibility and to use plain language in LBO documents to make fiscal information easier for the public to understand.
The commission approved the meeting minutes from Sept. 3, 2025, earlier in the session, and adjourned at 2:58 p.m. No additional formal actions were recorded in the meeting minutes provided.
