Roseau council approves TH11 West Frontage Road extension, names engineer and accepts LRIP grant

The Roseau City Council on May 4 adopted Resolution 25-26 to order construction of the TH11 West Frontage Road extension and authorized Houston Engineering to prepare plans and specifications for the project.
City Attorney Michelle Moren summarized the project background, including a $755,000 Local Road Improvement Program (LRIP) grant awarded to the city to build an extension to the south frontage road along TH11 West and an estimated local city cost of about $100,000 to deliver the project. The Planning Commission had found the proposed improvements consistent with the city comprehensive plan.
During the public hearing Darrin Smedsmo, owner of the Roseau Event Center, said he was “fully in support of the frontage road.” Mike Kalstoe, representing Titan Machinery, said the frontage road would be “great for Titan Machinery” and thanked the city for advancing the project.
After discussion, Councilmembers voted unanimously to close the public hearing and adopt Resolution 25-26, which orders the improvement, finds it feasible and cost-effective, and designates Houston Engineering as the engineer for the project. The resolution directs Houston Engineering to prepare plans and specifications and authorizes all necessary signatures.
The resolution follows prior council actions to set the hearing and to begin an assessment project; notices were mailed to impacted property owners and published in the Roseau Paper. Next steps include final engineering and assessment calculations and plan preparation by Houston Engineering.
Votes and next steps: The council carried the resolution by unanimous vote; Houston Engineering will prepare plans and specifications and the city will proceed with assessment and permitting steps before bidding and construction scheduling.
